Three dots is a held breath. It means "I have a lot to say and I'm choosing not to," or "I'm judging this and letting the silence do the talking."
Rarely neutral. An ellipsis is a loaded pause — the safest move is to name it gently: "that felt like a whole sentence in three dots — what's on your mind?"
